On September 16, 2021, according to media reports, the Cambodian Ministry of Commerce announced on September 15 that the Ministry had issued Notice No. 1143 to issue business permits or licenses to enterprises through an electronic system. In response, the Cambodian Ministry of Commerce has organized several promotion seminars, but so far, the Ministry has observed that a large number of enterprises and companies engaged in e-commerce business have not yet applied for permits or business licenses. Therefore, the Ministry of Commerce requires all foreign enterprises, individuals, legal entities and company branches engaged in e-commerce transactions in Cambodia to apply for e-commerce permits or licenses through the electronic system before December 1 this year.
Starting from December 1st, wholly foreign-owned enterprises, legal entities, and branches that engage in e-commerce business without a permit or license will face fines and/or be ordered to suspend business, or other penalties stipulated in the current law.
