Joint Statement of the People's Republic of China and the Socialist Republic of Vietnam
1. At the invitation of Prime Minister Pham Minh Chinh of the Government of the Socialist Republic of Vietnam, Li Qiang, Premier of the State Council of the People's Republic of China, will pay an official visit to Vietnam from October 12 to 14, 2024.
During the visit, Premier Li Qiang met with To Lin, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the People's Republic of China, held talks with Prime Minister Pham Minh Chinh, and met with Tran Thanh Minh, Chairman of the National Assembly. In a friendly and frank atmosphere, the two sides exchanged in-depth views on promoting the development of the China-Vietnam comprehensive strategic cooperative partnership, promoting the construction of a strategically significant China-Vietnam community of shared future, and international and regional issues of common concern, and reached broad consensus.
2. The two sides reviewed the development of relations between the two parties and the two countries, and agreed that the two parties, the two countries and the two peoples of China and Vietnam have helped and supported each other in the cause of national independence and national liberation, and have forged a traditional friendship of "deep friendship between Vietnam and China, comrades and brothers". In the period of reform, opening up and innovation, the two sides insisted on taking the socialist path in line with their respective national conditions, strengthened experience exchange and mutually beneficial cooperation, and achieved many practical results, which have truly benefited the people of the two countries.
The two sides agreed that they should inherit and carry forward the traditional friendship between China and Vietnam, keep in mind the original intention of friendship, bear in mind the common mission, adhere to the leadership of the Communist Party, adhere to the socialist path that suits their respective national conditions, adhere to grasping China-Vietnam relations from a strategic height and long-term perspective, further deepen and enhance the China-Vietnam comprehensive strategic cooperative partnership, work together to build a strategic China-Vietnam community of shared future, and promote the relations between the two parties and the two countries to a new level.
Third, Vietnam warmly congratulates the 75th anniversary of the founding of the People's Republic of China, warmly congratulates the successful convening of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the adoption of the "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reforms and Promoting Chinese-style Modernization", and the proposal of more than 300 important reform measures. It supports China's comprehensive promotion of the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. It wishes and believes that under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping as the core and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Chinese Party, government and people will surely build a socialist modern power in an all-round way and successfully achieve the second centenary goal.
China congratulates and highly appreciates Vietnam's important achievements in nearly 40 years of reform and in implementing the "Program for National Construction in the Transition to Socialism (Supplemented and Revised in 2011)" in the past 15 years, and congratulates Vietnam on the successful convening of the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam. China hopes and believes that under the correct leadership of the Central Committee of the Communist Party of Vietnam headed by Comrade To Lin, the Vietnamese Party, State and people will successfully achieve the various goals and tasks set out at the 13th National Congress of the Communist Party of Vietnam, prepare for and successfully hold the 14th National Congress of the Communist Party of Vietnam in 2026, and achieve the goal of building Vietnam into a socialist-oriented high-income developed country by 2045. China reiterates its support for Vietnam's national development and prosperity, people's happiness, building a strong, independent and autonomous economic system, comprehensively promoting reform, industrialization and modernization, fully integrating into the international community, developing extensive and friendly foreign relations, and playing a more important role in regional and world peace, stability, development and prosperity.
Fourth, China reiterates that it always regards Vietnam as a priority direction of its neighboring diplomacy, and Vietnam reiterates that it always regards relations with China as the top priority of Vietnam's independent, all-round and diversified foreign policy. This is a strategic choice for both sides. The two sides agreed that the development of each country is an opportunity for the development of the other country and a positive factor for the development of the region and the world.
The two sides agreed to fully implement the important consensus reached by the top leaders of the two parties and the two countries and the joint statement issued by the two sides, adhere to the principle of "long-term stability, future-oriented, good neighborliness and friendship, and comprehensive cooperation", the spirit of "good neighbors, good friends, good comrades, and good partners" and the "six more" goals, including higher political mutual trust, more practical security cooperation, deeper practical cooperation, stronger public opinion foundation, tighter multilateral coordination and cooperation, and better management and resolution of differences, to promote the strategic significance of the China-Vietnam community of shared future to achieve more practical results, benefit the two peoples, and make positive contributions to regional and world peace, cooperation and development.
5. The two sides agreed to maintain high-level strategic communication, especially between the top leaders of the two parties and the two countries, and jointly lead the development of China-Vietnam relations. The two governments will strengthen guidance for various departments and localities to implement high-level consensus and promote more achievements in cooperation in various fields between the two countries. Give full play to the special role of inter-party channels, further strengthen the role of the exchange and cooperation mechanism between the two parties, strengthen cadre training cooperation, and comprehensively carry out theoretical and experience exchanges and mutual learning in the process of governing the party and the country and the distinctive modernization cause. Actively implement the cooperation agreement signed by the National People's Congress of China and the National Assembly of Vietnam in April 2024, promote the convening of the first joint committee meeting as soon as possible, and strengthen friendly exchanges and cooperation between the National Committee of the Chinese People's Political Consultative Conference and the Vietnam Fatherland Front. The two sides agreed to give full play to the overall coordination role of the China-Vietnam Bilateral Cooperation Steering Committee, guide the various departments and localities of the two countries to promote the construction of a China-Vietnam community with a shared future, and strengthen institutionalized exchanges and cooperation in strategic areas such as diplomacy, public security, and national defense.
The Vietnamese side reiterated its firm adherence to the one-China policy, recognized that there is only one China in the world, Taiwan is an inalienable part of China's territory, the Government of the People's Republic of China is the only legitimate government representing all of China, supports the peaceful development of cross-strait relations and the great cause of China's reunification, firmly opposes any form of "Taiwan independence" separatist activities, and does not develop any form of official relations with Taiwan. The Vietnamese side believes that issues related to Hong Kong, Xinjiang, and Tibet are China's internal affairs, and believes that under the leadership of the Chinese Party and Government, the above-mentioned regions will maintain stability and prosperity. China highly appreciates the above-mentioned position of the Vietnamese side and supports Vietnam in maintaining social stability, ensuring national security and development, and achieving national unity.
6. The two sides agreed that defense and security cooperation is one of the important pillars of China-Vietnam relations and agreed to strengthen defense and security cooperation.
The two sides agreed to further strengthen exchanges between the two militaries at all levels, give full play to the role of border defense friendly exchanges, defense security consultations, and the defense ministry hotline, and strengthen exchanges and cooperation between the two militaries in the fields of political work, personnel training, defense industry, and UN peacekeeping. Continue to deepen border defense cooperation and strengthen coordination and cooperation on border management and protection. Continue to carry out joint patrols and warship visits in the Beibu Gulf, and deepen the cooperation and exchange mechanism between the two navies and coast guards. Welcome the early signing of the border defense agreement (revised version) between the two defense ministries.
The two sides agreed to give full play to the role of mechanisms such as the Ministerial Meeting on Cooperation in Combating Crime, the Deputy Ministerial Strategic Security Dialogue, and the Deputy Ministerial Political Security Dialogue, effectively carry out cooperation in security, intelligence, counter-terrorism and other fields, and work together to combat all forms of cross-border crime. Strengthen information exchange and experience sharing on anti-interference, anti-secession, and prevention of "color revolutions", strengthen communication and promote the establishment of a hotline between the two countries' public security ministries, and jointly safeguard the security of the regime and system. Implement the Treaty between China and Vietnam on the Transfer of Sentenced Persons, and establish and expand cooperation between the Ministry of Emergency Management of China and the Ministry of Public Security of Vietnam. Promote the establishment and effective implementation of various cooperation mechanisms between the local public security departments of the two countries, strengthen cooperation in the legal and judicial fields, and provide legal guarantees for China-Vietnam cooperation in various fields.
VII. The two sides agreed to promote the docking of the development strategies of the two countries, implement the cooperation plan for the joint construction of the "Belt and Road" initiative and the "Two Corridors and One Circle" framework docking, accelerate the interconnection of the railway, highway and port infrastructure between the two countries, accelerate the construction of the China-Vietnam Ba Sa-Vietnam Pa Sa Red River Boundary River Highway Bridge, strengthen highway technology exchanges and cooperation, and enhance the "soft connectivity" of smart customs. The two sides will give full play to the role of the China-Vietnam railway cooperation mechanism, accelerate the feasibility study of the Lao Cai-Hanoi-Haiphong standard gauge railway and the planning and preparation of the Dong Dang-Hanoi and Mong Cai-Halong-Haiphong standard gauge railways, and speed up the work of the China Hekou to Vietnam Lao Cai standard gauge railway connection line. Promote the signing of the intergovernmental cooperation agreement on the construction of the above three standard gauge railways, and continue to maintain communication on related cooperation matters.
Promote the pilot construction of smart ports for the China-Vietnam Friendship Pass-Friendship Port and Puzhai-Xinqing freight dedicated channel, and cooperate to improve the customs clearance efficiency of ports. Actively explore the pilot construction of cross-border economic cooperation zones and jointly build a safe and stable industrial chain and supply chain.
The two sides encourage and support enterprises with strength, credibility and advanced technology to invest in each other's country, focus on strengthening cooperation in high-tech agriculture, infrastructure, clean energy, digital economy, green development and other fields, and create a fair and convenient business environment for each other's enterprises. Deepen the exchange of experience in the reform and management of state-owned enterprises of the two countries, carry out personnel training cooperation, and actively explore strengthening cooperation in the field of important minerals. Make good use of the financial and monetary cooperation working group of the two countries, strengthen information communication and experience sharing on policy regulation and reform in the financial and monetary fields, carry out cross-border QR code interconnection cooperation, promote monetary cooperation, including exploring local currency settlement cooperation, and improve the ability to resist financial risks. Accelerate the implementation of the second branch of the Traditional Medical College, the maintenance of the Vietnam-China Friendship Palace and other cooperation projects in the field of people's livelihood.
Give full play to the role of the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-ASEAN Free Trade Area (ACFTA), make good use of e-commerce, exhibitions and other platforms, strengthen customs cooperation, and expand the export of the two countries' advantageous products to the other country. Give full play to the role of the e-commerce cooperation working group to promote e-commerce cooperation between the business communities of the two countries. China welcomes Vietnam to hold trade promotion activities in China. Promote the early signing of the protocol on the export of peppers, passion fruit, raw bird's nests and edible bird's nests to China. China will actively promote the access procedures for Vietnamese agricultural products such as citrus fruits, avocados, sugar apples, wax apples, plant-derived Chinese medicinal materials, buffalo meat, beef, pork and livestock and poultry meat products. Willing to continue to create conditions for Vietnam to set up trade promotion offices in Haikou (Hainan) and other relevant places as soon as possible. Vietnam supports China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on the basis of meeting standards and procedures, and actively welcomes the Hong Kong Special Administrative Region of China to join the Regional Comprehensive Economic Partnership (RCEP).
The two sides agreed to strengthen agricultural cooperation and promote cooperation in areas such as agricultural product planting and processing. Strengthen disaster prevention and mitigation and meteorological cooperation, exchange hydrological data during the flood season, and promote cooperation in areas such as integrated water resources management, flood and drought disaster prevention, and water conservancy technology. Promote China-Vietnam scientific and cultural cooperation, and strengthen cooperation in areas such as nuclear safety regulations and management regulations, intellectual property rights, and standardization.
8. The two sides reiterated that they should uphold the original intention of traditional friendship, bear in mind the common ideals and missions, and work hard to strengthen the promotion of China-Vietnam friendship. Jointly organize the 75th anniversary of the establishment of diplomatic relations between China and Vietnam in 2025 and the "China-Vietnam Cultural Exchange Year" activities to enhance mutual understanding and friendly feelings between the two peoples, especially the younger generation. Support exchanges and cooperation between the two countries' local governments, especially border provinces (regions). China supports Vietnam in establishing a consulate general in Chongqing. Support strengthening China-Vietnam friendly publicity, encourage the development of media, news publishing, radio and television cooperation between the two countries, and make good use of the red resources of Guangxi, Yunnan, Guangdong, Chongqing and other provinces and cities through channels such as inter-party, youth, sister cities and friendly organizations, and carry out various forms of research, study, cultural tourism and people-to-people friendly exchange activities.
The two sides announced that the Detian (Ban Gioc) Waterfall Cross-Border Tourism Cooperation Zone is officially operational, encouraging tourists from both sides to travel to each other's countries, and promoting the rapid recovery and healthy development of tourism and aviation cooperation.
The two sides agreed to implement various scholarship programs for studying in China and encourage exchanges between international students. The two sides will carry out vocational education cooperation, strengthen exchanges between think tanks of universities in the two countries, and give full play to the role of China's cultural center in Vietnam. China welcomes Vietnam to set up a cultural center in China. Strengthen exchanges and cooperation in health care, traditional medicine and other fields.
9. The two sides reiterated that strengthening multilateral coordination and cooperation is a necessary part of the strategically significant China-Vietnam community with a shared future. They will continue to promote multilateralism, uphold the Five Principles of Peaceful Coexistence and other basic norms of international relations, jointly safeguard the international system with the United Nations at its core and the international order based on international law, and defend international fairness and justice and the common interests of developing countries. They will unswervingly promote an equal and orderly multipolar world and an inclusive and beneficial economic globalization. They will jointly oppose hegemony, bullying and bullying, power politics and all forms of unilateralism.
The two sides agreed to promote cooperation under the framework of major concepts and initiatives such as the Community of a Shared Future for Mankind, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. The two sides advocate exchanges and cooperation on human rights issues on the basis of equality and mutual respect, promote strengthening international dialogue and cooperation in the field of human rights, firmly oppose the politicization, instrumentalization and double standards of human rights issues, and firmly oppose interfering in the internal affairs of other countries under the pretext of human rights issues. They will strengthen coordination and cooperation in multilateral platforms such as the United Nations and the Asia-Pacific Economic Cooperation (APEC), and support each other in the election of positions in international organizations. China supports Vietnam in hosting the 2027 APEC meeting and supports Vietnam in joining various multilateral mechanisms and playing its role.
The two sides agreed to jointly promote open regional cooperation. China supports ASEAN in building an ASEAN Community of unity, unification, self-reliance and development, and maintains its central position in the evolving Asia-Pacific regional architecture. China is willing to work with ASEAN countries to promote the initiative of building a "five major homes" of peace, tranquility, prosperity, beauty and friendship, and highly appreciates the substantive completion of the China-ASEAN Free Trade Area 3.0 negotiations. The two sides agreed to strengthen cooperation in various fields under the Lancang-Mekong Cooperation framework and strive to build a Lancang-Mekong countries community of shared future for peace and prosperity. Strengthen cooperation within the framework of the Greater Mekong Subregion Economic Cooperation (GMS).
The two sides agreed that the development of relations among countries should follow the Charter of the United Nations, international law and basic norms of international relations, adhere to mutual respect, equality, mutual benefit, win-win cooperation, respect each other's sovereignty and territorial integrity, and insist on resolving differences through peaceful means.
10. The two sides exchanged views in depth and frankly on maritime issues, emphasizing the need to better manage and actively resolve maritime differences and maintain peace and stability in the South China Sea and the region. They agreed to abide by the consensus reached by the top leaders of the two parties and the two countries, adhere to the proper management of differences through friendly consultations, actively seek basic and long-term solutions acceptable to both sides and in accordance with the Agreement on Basic Principles Guiding the Settlement of China-Vietnam Maritime Issues and international law including the United Nations Convention on the Law of the Sea, refrain from taking actions that complicate the situation and expand disputes, and jointly maintain stability at sea. They agreed to promote substantive progress in consultations on joint development at sea and delimitation of the waters outside the mouth of the Beibu Gulf at an early date, actively promote cooperation in low-sensitivity areas at sea, and strengthen cooperation in search and rescue at sea. They agreed to continue to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea, and reach an effective and substantive "Code of Conduct in the South China Sea" in accordance with international law including the Convention as soon as possible on the basis of consensus.
The two sides agreed to give full play to the role of the China-Vietnam Joint Land Boundary Committee and the Border Port Management Cooperation Committee, continue to implement the three legal documents and related agreements on the China-Vietnam land border, strengthen public security management in border areas, and actively promote the opening and upgrading of border ports. They agreed to jointly organize commemorative activities for the 25th anniversary of the delimitation of the China-Vietnam land border and the 15th anniversary of the signing of the "three legal documents".
11. During the visit, the two sides signed cooperation documents in the fields of connectivity, customs, people's livelihood, education, agricultural product trade, media, and banking.
12. Both sides were satisfied with the results of Premier Li Qiang's visit to Vietnam and agreed that the visit played a positive role in promoting the building of a strategically significant China-Vietnam community of shared future. Premier Li Qiang thanked the Vietnamese side for its warm and friendly reception and invited Vietnamese leaders to visit China at their convenience. Vietnamese leaders expressed their gratitude and happily accepted the invitation.
