On October 10, 2018, the World Trade Organization, the International Monetary Fund, the World Bank, and the Organization for Economic Cooperation and Development held the conference on How Global Trade Can Promote Growth for All in Bali, Indonesia. Attending were WTO Director-General Roberto Azevedo, International Monetary Fund President Christine Lagarde, World Bank President Jim Yong Kim, and OECD Secretary-General Angel Guria. The conference called for people to jointly resist protectionism and continue to advance trade liberalization. Vice Minister of Commerce Qian Keming attended the meeting on behalf of Minister Zhong Shan and was invited as the guest speaker in the fourth session.
Qian Keming said that now, unilateralism and protectionism are escalating and seriously impacting the global trade order. It is imperative to firmly uphold the multilateral trading system and strongly oppose unilateralism and protectionism. China has always abided by the WTO rules, promoted reform and opening up, continued to open its door, and supported the multilateral trading system with practical actions.
Qian Keming pointed out that all sides should take practical actions to safeguard the authority and effectiveness of the WTO, resolve concerns through consultation under the WTO framework, and advance the WTO to continue to play a greater role in global economic governance. China recognizes the necessity of the WTO reforms. The reforms must first address the issues that threaten the survival of the WTO, including unilateralism, protectionism and the selection of members of the Appellate Body. The key to any successful negotiation is openness, balance and inclusiveness.
WTO Director-General Azevedo, former Chairman of the Appellate Body Bacchus, Indian Ambassador to the WTO Deepak and senior officials of the Australian Ministry of Foreign Affairs and Trade attended the fourth session of the forum.
