On October 8, 2018, MOFCOM released Announcement No. 70 of 2018, announcing the preliminary ruling on the anti-dumping investigation against the imports of ortho dichlorobenzene originating in Japan and India.
MOFCOM preliminarily ruled that there was dumping of ortho dichlorobenzene products originating in Japan and India, China’s domestic ortho dichlorobenzene industry was substantially damaged, and there was a causal relationship between the dumping and the substantive damage. MOFCOM decided to launch provisional anti-dumping measures by requiring cash deposits for the ortho dichlorobenzene products originating in Japan and India. According to the ruling, the import operators shall pay relevant cash deposits to the Customs of the People’s Republic of China according to the dumping margins (31.9 %-70.4 %) decided by this ruling for each company when importing ortho dichlorobenzene products originating in Japan and India since October 12, 2018.
The products are listed under tariff numbers 29039110 in the Customs import and Export Tariff of the People’s Republic of China.
