The National Electronic Commerce Work Conference Held in Guangzhou

The National Electronic Commerce Work Conference was held in Guangzhou on November 20-21. The conference studied and implemented the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th Communist Party of China National Congress. It comprehensively summed up the achievements of e-commerce work, analyzed the new situation facing development, promoted and implemented the Electronic Commerce Law and advanced the high-quality development of e-commerce of the 13th Five-Year Plan. Vice Minister of Commerce Wang Bingnan attended the conference and delivered a speech.

The conference pointed out that since 2016, jointly promoted by the national commerce systems, e-commerce has opened up a new situation and written a new chapter. China's e-commerce legislation has made major breakthroughs. The inclusive and innovative development environment has continued to be optimized; supporting policies for rural e-commerce and cross-border e-commerce have achieved remarkable results; public services such as e-commerce big data and e-commerce talents training have become more refined and the international impact of the “Silk Road E-commerce” is constantly expanding.

The conference required that at present and in the future, the national commerce systems should be guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the people-centered development vision, grasp the historical opportunity of the launching of the Electronic Commerce Law, aim at accelerating the high-quality development of e-commerce, make efforts to achieve healthy development, integrated development, inclusive development and open development, and work hard for the eight key tasks: first, strengthening the promotion and implementation of the Electronic Commerce Law and the research on supporting regulations; second, developing digital commerce and promoting the digitalization, networking and intelligence of the entire chain of commerce activities; third, promoting e-commerce poverty alleviation; fourth, pragmatically promoting the "Silk Road E-commerce" international cooperation; fifth, developing cross-border e-commerce; sixth, improving the construction of e-commerce demonstration system; seventh, strengthening the construction of supporting systems such as express logistics and talents training; eighth, continuing to promote the joint construction and sharing of e-commerce big data.

The conference interpreted the upcoming Electronic Commerce Law and released the mid-term evaluation of the 13th Five-Year Development Plan for E-commerce. Some provincial commerce agencies and e-commerce enterprises exchanged typical experience on government work and enterprise innovation. After the meeting, some participants conducted an on-the-spot survey of representative e-commerce enterprises in Guangdong Province.
