An "Accredited Operator" is an Authorized Economic Operator, often abbreviated as AEO. The AEO system is advocated by the World Customs Organization. The goods exported by AEO enterprises from China and mutually recognized countries (regions) to each other can directly enjoy the customs clearance facilitation measures implemented by the local customs, thereby reducing relevant trade costs.

On February 4, the customs of China and Russia signed the "Arrangement on Mutual Recognition of "Certified Operators" between the General Administration of Customs of the People's Republic of China and the Federal Customs Administration of the Russian Federation.

According to reports, after the Sino-Russian Customs realizes the mutual recognition of AEO, on the one hand, the direct import and export of goods between the two countries' AEO enterprises will enjoy relevant facilitation measures in customs clearance, which will significantly reduce the trade costs of enterprises such as warehousing and logistics; Benefiting from the strict requirements of the AEO system on trade security, the mutual recognition of AEOs between China and Russia will further promote the security and smoothness of the supply chains of the two countries, and create a safer and more convenient environment for the two countries to consolidate the foundation of energy cooperation and continue to expand the scale of trade and investment.

In 2021, the bilateral trade value between China and Russia will exceed 900 billion yuan for the first time, reaching 948.66 billion yuan, a year-on-year increase of 26.6%. China has been Russia's largest trading partner for 12 consecutive years. After the mutual recognition of AEO between China and Russia Customs, on the one hand, the goods directly imported and exported between the AEO enterprises of the two countries will enjoy preferential customs procedures, priority inspection, application of lower document review rate and inspection rate and other convenient measures during customs clearance. Significantly reduce the trade costs of enterprises such as warehousing and logistics; on the other hand, thanks to the strict requirements of the AEO system for trade security, the mutual recognition of AEO between China and Russia will further promote the safety and smoothness of the supply chain of the two countries and consolidate the foundation for energy cooperation between the two countries. , continue to expand the scale of trade and investment to create a safer and more convenient environment.

As Russia is an important member of the Eurasian Economic Unio, the mutual recognition of the Sino-Russian AEO will further exert its radiation and driving effect, and help improve the level of economic and trade cooperation between China and the Eurasian Economic Unio.

So far, China has signed AEO mutual recognition agreements with 22 economies including Singapore, the European Unio, and South Africa, covering 48 countries (regions), and the number of countries (regions) in mutual recognition ranks first in the world. Among them, there are 32 countries jointly building the "Belt and Road", 5 members of the Regional Comprehensive Economic Partnership (RCEP) and 13 Central and Eastern European countries.
