The spread of the new crown has cast a shadow on the global aviation industry. According to the prediction of the International Air Transport Association, the global aviation industry will lose 419 billion US dollars in 2020; in addition, 32 million aviation related jobs will be laid off in the world, and 23 airlines have closed down so far.

How does the global aviation industry, which is facing many difficulties, keep warm together? How should major airlines help themselves? China and one belt, one road country to create "air Silk Road", so that the global economy can get out of the cold as soon as possible? On September 8, the second "air Silk Road" International Cooperation summit discussed these issues.

China China Civil Aviation China one belt, one road initiative, was pointed out by Cui Xiaofeng, deputy director of the Civil Aviation Administration of China. Since 2013, China has established a docking mechanism in four aspects: air transport policy coordination, aviation safety and security technology standards cooperation, aviation infrastructure construction, and facilitation of external policy environment communication, thus forming a new model of regional cooperation.

China has signed one belt, one road, one belt, one road and one country, and has signed an air transport agreement between the two countries. It has maintained regular international passenger and cargo flights with 45 countries and regions during the epidemic, and has built a safe, efficient and efficient air bridge for "one belt and one road" cooperation.

Through the "air Silk Road", China has provided support and assistance to many countries along the route. Cui Xiaofeng said that during the epidemic, CAAC provided anti epidemic assistance to 47 countries and regions, and delivered more than 1700 tons of epidemic prevention materials. At the end of August, the daily flight volume of CAAC exceeded 13000, returning to the top 90% of the epidemic situation.

"China one belt, one road" country and region now operates 1068 freight trains per week, 2.6 times before the outbreak. Cui Xiaofeng said that these one route flights became "one belt, one road" countries to fight the epidemic's "life passage" and "fate tie".

One belt, one road, China's civil aviation sector has been taking the lead in recovering, and the development trend has continued to improve, Cui Xiaofeng said. Next, CAAC is willing to strengthen exchanges and cooperation with civil aviation authorities and stakeholders in various countries in the prevention and control of air transport epidemic situation, the recovery of air transport market and the economic development of airport industries, so as to jointly promote the construction and widening of the "air Silk Road".

In January 2014, Henan Civil Aviation Development Investment Co., Ltd. acquired 35% equity of Luxemburg international cargo airlines, successfully built the "air Silk Road" between Zhengzhou and Luxembourg; in June of that year, Luxemburg International Cargo Airlines opened the first full cargo aircraft route from Zhengzhou to Luxembourg. As a result, Zhengzhou has gradually become an important international air cargo hub on the "air Silk Road".

Huang Qiang, member of the Standing Committee of the CPC Henan Provincial Committee and executive vice governor of Henan Province, said that in recent years, with the construction of the "air Silk Road" as the guide, Henan has formed a new pattern of opening-up in which the four "Silk Roads" of air, land, Internet and sea go hand in hand. From January to July this year, the province's import and export increased by 7.2%, rising against the market, 10.9 percentage points higher than that of the whole country, ranking the fifth in the country. Among them, import increased by 16.9%, 19.5 percentage points higher than that of the whole country.

During the period of epidemic prevention and control, the "air Silk Road" in Henan Province has become the "lifeline" of Luxemburg and other parts of Europe. From January to August, nearly 4000 freighters were operated, with cargo throughput accounting for 4% of the whole country, with a year-on-year increase of 21.7%, ranking first among large airports in China. Among them, more than 1800 cross-border e-commerce international freight charter flights, cargo throughput increased by 325% year-on-year.

Vincent hieff, Consul General of the Grand Duchy of Luxembourg in Shanghai, said the "air Silk Road" was very special for him and his wife. "At present, it is very difficult to come to China. I spent several months trying to book an air ticket to come to China, but I didn't succeed. But because of the air bridge between China and Luxembourg, I finally arrived in China by Luxemburg cargo

Hieff expressed his gratitude for China's assistance to Luxembourg during the outbreak. "Luxemburg is a small inland country, but thanks to the" air Silk Road ", we have carried out anti epidemic cooperation with Henan Province, which has enabled us to obtain a lot of medical supplies from China. I would like to once again sincerely thank you for your support in the crisis."

Huang Qiang pointed out that Henan is accelerating the construction of Zhengzhou Airport Phase III project, improving air cargo support capacity, building air-to-air transfer center and international aviation logistics center, and comprehensively building the air economic corridor of major global economies. Henan Province will also strengthen cooperation in the financial field and strive to build a financial center in the central region.

Ma Tao, chief representative of the International Air Transport Association in China and vice president of North Asia, said that according to the prediction of IATA, global aviation will not recover to the level of 2019 until 2024, and China's recovery will be faster than that of the world, about 2022-2023. This is because China's domestic transportation accounts for 90% and the domestic market plays an important role.

China's aviation industry takes the lead in recovery

"The outbreak of the epidemic, from the perspective of its initial impact, is far more than the previous crises encountered by the civil aviation industry." Zhang Qing, deputy inspector of the development and Planning Department of the Civil Aviation Administration of China, said.

At present, the overall situation of global civil aviation recovery is slow. According to the forecast of ICAO, the global air passenger traffic volume is expected to decrease by 52% to 59% year-on-year in 2020, the global airline passenger revenue loss is estimated to be 322 billion US dollars to 362 billion US dollars, and the global traffic volume is expected to return to the level of 2019 in 2022.
