The plan focuses on the tasks and objectives of the first quarter and the whole year, and introduces 10 policies and measures to promote high-quality economic development. These 10 policies and measures, based on the development needs of our city, learn from foreign experience and practices, and come up with "real gold and silver" to strongly encourage and help development. For example, in the field of industry, it is proposed that "for manufacturing enterprises with a total industrial output value of more than 10 million yuan in the first quarter and a year-on-year increase of more than 5%, a reward of 10000 yuan will be given for every 10 million yuan increase in output value; for manufacturing enterprises with a total industrial output value of more than 500 million yuan in the first quarter, a reward of 10000 yuan will be given for every 10 million yuan increase in output value year-on-year. The maximum reward for a single enterprise is 3 million yuan". For another example, in order to expand effective investment, it is proposed to "speed up the construction of provincial and municipal key projects, and give a reward of 200000 yuan to each project unit for substantive construction and integration, with a fixed asset investment of more than 100 million yuan in the first quarter; and 500000 yuan to each project unit for more than 500 million yuan in the whole year".
