     Building a leading area for ecological protection and high-quality development in the Yellow River Basin is not only an important task of the times entrusted to Ningxia by the CPC Central Committee, but also an inevitable choice for the high-quality development of water conservancy in Ningxia.

     There are some problems in the eastern foot of Helan Mountain, such as complex terrain, high mountains and deep ditches, unstable communication signals, and monitoring blank areas in the center of some rainstorm prone areas. Since 2014, Ningxia water resources department has built a series of flood control and Drought Relief Command platforms, but the degree of intelligence and visualization still needs to be further improved.

     Ningxia water resources department takes the eastern foot of Helan as a pilot to carry out the construction of digital twin mountain flood prevention and management application system that meets the requirements of "four forecasts" (forecast, early warning, rehearsal and plan).

     "The digital twin yellow river is the virtual contrast of the real Yellow River. It is the Yellow River 'installed' in the computer. They iterate synchronously and simulate twins." Xia runliang, director of the information engineering center of the Yellow Academy of Sciences, for example, this "twin brother" can predict every move of the real Yellow River in advance and provide intellectual decision support for "prediction, early warning, rehearsal and plan". As early as 2001, the Yellow River Commission started the construction of "Digital Yellow River". After more than 20 years of efforts, the digital twin yellow river has a solid scientific research foundation.

      At the beginning of November 2021, just after the autumn flood prevention task of the Yellow River was completed, more than 10 young engineers from the information engineering center of the Yellow Academy of Sciences came to Ningxia and stationed in Yinchuan. In more than three months, they promoted the work from the requirements investigation, data docking, model construction, system development and other aspects of the digital twin mountain flood prevention and management application system at the eastern foot of Helan Mountain.
